I.S.R. Matrix - Law Enforcement Tactical
Training
What is ISR?
The acronym I.S.R. standing for Intercept,
Stabilize, and Resolve reflects
the guiding philosophy behind our system; that an officer's primary objective is
to safely and efficiently intercede, control, and resolve a situation regardless
of the level of resistance he or she encounters from verbal on through to deadly
force.
A uniform yet dynamic system, the I.S.R. Matrix allows for rapid escalation
and de-escalation of force within every response level as it relates to the
resistance level being encountered.
It completely enables and empowers officers with the guidelines and means to
handle any situation while using the minimum appropriate levels of force to
overcome resistance as it transpires and evolves
As a working matrix of interconnected or interwoven options it exists as a
highly efficient, uniform, and very adaptable system of Defensive Tactics. It
functions as a complimentary network of training approaches, working concepts,
and highly effective
techniques that are readily accessible within the legal framework or use of
force matrixes currently in use by law enforcement agencies internationally.
The Origins
The core fundamentals of the ISR Matrix were gradually developed over the
past 7 years by Luis Gutierrez through his experiences working alongside law
enforcement and corrections officers to better improve upon their hand to hand
and defensive tactics.
Having spent most of his adult life at night clubs and working alongside
doormen, bouncers, and security personnel, Luis had already accumulated quite an
extensive collection of experiences dealing with uncooperative, resisting, and
aggressive subjects and immediately recognized the direct applicable relevancy
of those experiences as bouncers began to share similar tales. The task at hand
to modify and transform the subject and crowd control tactics specifically for
police brought training to an entirely new and promising world of possibilities.
The Dilemma
The huge riff in police officer responsibility with police officer
response-ability. The use of force by criminal justice and police officers has
increasingly become the focus of national attention. Never before has so much
attention been directed to the every day occurrences of controlling resistances
of varying degrees and intent. Many police officers will tell you a story being
caught off guard with little else but panic, frenzied adrenaline, and white
knuckle fear / fury to save them. Obviously not very tactical, technical, nor
legally defendable but precisely what their lack of training left them with.
This riff in Responsibility with Response-Ability can be bridged. The solution
is the ISR Matrix.
The the most direct and clear
of terms, the ISR Matrix:
· Works with and does not replace what an officer already
knows and has available to them.
· Is simple and sound in structure and adaptability.
· Is readily absorbed and made functional in a short period
of time.
· Works and evolves under the chaos, pressure, and duress
or real time conflict and its possibility to mutate unpredictably.
· Readily permits rapid escalation and de-escalation of
force within every response level as it relates to the resistance encountered.
· Enables and empowers officers with both the clear
guidelines and tactical means to handle any situation with the minimum
appropriate levels of force to overcome resistance as it transpires and evolves.
ISR 101 - An Introduction to the
I.S.R. Matrix
ISR 101 is a two day workshop specifically designed to introduce the training
fundamentals and tactics that make up the core of the I.S.R. Matrix. Covering
the essential working framework and concepts of the ISR, participants are able
to experience first hand what sets the ISR apart from all other defensive
tactics programs and most importantly gain a functional source of information
from which to train, share, and explore with their departments.
Though much less physically demanding and quicker paced than the other ISR
courses, all tactics are taught athletically and reviewed consistently
throughout the training as they interlace with one another. The ISR 101 revolves
around the key and core concepts that unite and connect all working tactics of
the ISR. All participants leave with a working and adaptable architecture from
which to build on through training alongside others in a mutually developmental
"study group" atmosphere.

- Duty-Belt
- Handgun Replica
- Handcuffs
- Mouth piece
- Clothing suitable for Mat Work
- Expendable change of clothing suitable for grabs and pulls.
- Knee-Pads
In house training available.
ISR Instructors:
ISR Headquarters makes distinctions within its Teaching Staff such as that of
Instructor, Instructor Trainer, and Regional Director solely as a means to
assure the quality, integrity, ability, and solid working ethics of those who
may legally represent its organization and carry on its mission statement in a
dynamic and living fashion. Only those listed below are granted the right to use
our registered name, trademark and tactical system. All those active within the
ISR Teaching Staff are required to attend at least one refresher course yearly
appropriate to their level of instructorship.
There are three separate distinctions made for our teaching staff.
ISR Instructor (First Tier Graduate) -
assist in running ISR 101 Workshops and in introducing the working and
conceptual framework and fundamentals of the ISR Matrix. They are graduates of
the intensive First Tier Instructor Course - ISR 201 who have through
hard work and an exemplary attitude earned the right to introduce and instruct
other officers to the ISR Matrix within their own department. Their primary role
outside of their own department is to assist Trainers elsewhere with workshops
to further enhance and deepen their own understanding of the ISR Matrix.
